Nigerian Electricity Regulatory Commission
The United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF) contracted Credo Advisory to provide communications technical assistance to the Nigerian Electricity Regulatory Commission (NERC) in connection to the Federal Government of Nigeria’s electricity reform agenda. Credo’s mandate was to support NERC in communicating the sector’s upcoming electricity pricing adjustment in line with the Government’s efforts to strengthen the challenged electricity supply industry. Our consultants worked collaboratively with NERC’s Public Affairs Department to develop a high-level communications strategy to promote transparency, accountability, and public engagement on the electricity pricing review process and reform.
Strategy & Execution
Credo provided comprehensive support to the Public Affairs Department, offering public engagement and sensitisation assistance while establishing a communications framework for client-led implementation. The services included an assessment of NERC’s communication activities through social listening and public commentary, as well as digital and social media monitoring across its communication channels. Credo also delivered advisory services and recommendations to enhance and optimise NERC’s digital and online media presence based on a detailed gap analysis. In addition, the team designed a stakeholder engagement plan to educate and sensitise the public on key tariff messaging, NERC activities, and sector milestones, and developed a high-level communications strategy and implementation plan for the electricity tariff review. Complementing these efforts, Credo’s Creative Studio produced a range of public advocacy and event communication materials, including 2D animations, GIFs, e-flyers, public announcement flyers, event branding, and post-event high-definition videos.
Outcome
Credo’s Creative Studio incorporated key messaging into the development of sensitisation materials to foster public awareness on sector reform milestones. Additionally, social media flyers and creative content addressed customer complaints, energy-saving tips, electricity bill payment, etc. The sensitisation materials were boosted across NERC’s digital and social media platforms for maximum impact, strengthening its regulatory functions.
Key insights from social, print, and digital media monitoring were utilized to revise NERC’s communication strategy, messaging architecture, and engagement interventions.
The robust implementation plan guided NERC’s public consultations with electricity stakeholders (distribution companies, electricity consumers, pressure groups, media, government power sector agencies, civil society organizations, etc.) across Nigeria.
